Sea Accident: Maritime Collision Involving the Ferry “Iliria” (2003)

Overview
In the summer of 2003, during the high tourist season, the Albanian passenger ferry “Iliria” was en route from the port of Durrës (Albania) to Bar, Montenegro. As the ferry entered Montenegrin waters and approached the Bay of Kotor, it collided with a small Montenegrin fishing vessel during the early morning hours. The weather was calm, but visibility was reportedly low due to fog.
The fishing boat, crewed by a local family of fishermen from Herceg Novi, was returning from an overnight expedition. The collision happened approximately 2 nautical miles from the entrance of the bay.
Casualties and Impact
● 2 fishermen died as their boat capsized and sank within minutes
● Other crew members were rescued by nearby vessels and coastal patrol
● The “Iliria” ferry sustained minor hull damage, but no passengers on board were harmed
Wider Consequences
● Initiated a cross-border review of navigation rules between Albania and Montenegro
● Highlighted the lack of AIS (Automatic Identification System) use among smaller fishing boats
● Led to a mandatory radar tracking zone at the entrance of the Bay of Kotor for all commercial and private vessels
● Created public discourse on the need for modernization of Montenegro’s maritime laws, which were then aligned more closely with International Maritime Organization (IMO) standards
