The story is simple and sad. In Soviet times, the Caspian Sea was full of fishing, cargo, and oil ships. After the collapse of the Union, many of them became useless to anyone - they were written off, forgotten, abandoned.
Some of the ships were simply left to rot right in the sea. Some were sunk on purpose to avoid paying for disposal. Some sank from old age or after a storm. There were also those that sank to the bottom with the remains of oil, chemicals, or other not particularly useful cargo.
They are visible on the radar, but there are no documents for them. Whose ship sank, when - no one remembers.
This is still considered a problem because somewhere inside there are still remnants of fuel or chemicals - slowly rotting and dripping into the water.
