Air Accident: Learjet 35A Crash Near Podgorica Airport (1996)
Date: September 10, 1996 Location: East of Podgorica Airport Type of Incident: Aircraft Crash During Approach
Overview
In one of the most serious aviation accidents on Montenegrin territory, a Learjet 35A aircraft, operating a private charter flight from Vienna to Podgorica, crashed in mountainous terrain while on final approach. The jet was carrying a team of international business executives scheduled for high-level meetings in the capital. The weather conditions at the time included heavy cloud cover, fog, and low visibility.
Investigators later confirmed that the flight crew was attempting a visual approach, despite unfavorable weather. The descent profile was too steep, and the aircraft descended below the minimum safe altitude before crashing into a forested hillside.
Casualties and Impact

All 6 people on board died, including 2 pilots and 4 passengers
The aircraft disintegrated on impact; rescue teams reached the site after 4 hours due to terrain challenges
Wreckage was scattered across a remote area approximately 12 km from the airport
Wider Consequences
The accident highlighted significant gaps in instrument landing systems (ILS) at Podgorica Airport
Montenegrin aviation authorities, in cooperation with international partners, began a modernization program for air traffic control and weather monitoring systems
The event contributed to the creation of the Montenegro Civil Aviation Agency (CAA) in the early 2000s
Spurred improved pilot training standards and landing protocols for aircraft entering Montenegrin airspace
